Opens hyperlinked JPG with IE regardless of file associations

I have read all the posts on this problem with Excel 2003 but see no real
solution, only workarounds. I have a network of computers running various
versions of Windows and Excel and have confirmed that this is an Excel 2003
problem.
So my only real question is has this been rectified in Excel 12?
