I searched the Outlook groups without an answer to why I was getting
this exception from one of the guys doing tests in the office.
Anyway, we think we figure it out.
Because we were testing on a Virtual PC image, we didn't activate
Outlook. So we'd start Outlook, and close the Activation Form without
responding to it.
Outlook does not allow you to create new emails if you don't activate
the software.
(I'm sure this would have probably cause a whole bunch of other things
wrong down the road, but anyway, this was the explanation of why we
have this particular error).
