Operation failed due to a registry or installation problem

Hi,
I accidentally deleted operating system files while freeing capacity on my C
drive so I had to reinstall my operating system (XP) and MS Office
Professional Edition 2003.

Microsoft Outlook is still giving me problems after the reinstallation.
When I try to create a new email profile, I get an error message: "The
operation failed due to a registry or installation problem. Restart Outlook
and try again. If the problem persists, please reinstall".

I tried creating a new email profile per the following links:

and a few different links on the discussion board, however, when I get to
the point

"7. In the E-mail Accounts dialog box, click Add a new e-mail account, and
then click Next," the software/computer will not allow me to make any
adjustments to this dialogue box.

I have tried repairing/reinstalling the software without any success.

What else can I try?

You said you reinstalled Windows XP. Did you do this from scratch by first
formatting your hard disk or did you do an upgrade/repair installation?

Did you transfer any settings or have anything else installed on the system?
Did you already apply all updates to both Windows XP and Office 2003? They
both should be at Service Pack 3 level now.

Yes. I did applied the updates to both Windows XP and Outlook 2003. I am not
certain if the problem started before or after the updates. I did not open
Outlook after I reinstalled MS Office from the disk. Only recognized there
was a problem after adding Service Pack 3 when I opened outlook.
