Operation Failed on Send/Receive

When the user clicks on Send/Receive he gets an error "The
Operation Failed" and no email. He is a member of Power
Users locally. When I add him to the local Administrators
group on his PC, everything works fine. Where do I need
to check for permissions issues with this problem since it
is obviously a problem. I reset his whole C drive to
included Power Users with Modify control and still nothing.
