Operation Failed trying to send message.

Here is the background:

We are running Server 2000 with Exchange 2000 SP3. The user's computer
has Windows XP SP1 with MS Office 2003.

Here is the Problem:

I make a new message. I click on the BCC... button to add contacts. I
go to my address book and select contacts that are in the public
folders contacts. I select all the contacts and move them into the BCC
box. I go to another public folder contact folder to put more contacts
in, and do the same thing. All is well. Then, I put a name in the To
field and then hit the send button. I wait a minute and then a box
appears that says:

The Operation Failed.

No sent email. Any ideas?
