Optimizing files

I'm curious to know what "optimizing" really means. For example, I used to
have a section full of imported documents as pictures. I then switched to
the OneNote Printer Powertoy and replaced the pages. After choosing to
optimize my files, the filesize of that section was still ~200 MB. However,
when I moved all the pages to a new section, deleted the old one, and
renamed it to the original's, the filesize became 2 MB.

Is this a bug, or does file optimization mean something else?

OneNote saves incrementally to the file. Over time, this create internal
fragmentation similar to a hard disk, and optimize allows us to compact
things together and remove fragmentation. We also keep a little more than
needed in case something goes wrong. Over time, we let them go and then
Optimize can reduce the file size.

When very large parts of the file are just recently removed, the file
typically doesn't shrink immediately, even if you optimize. Doing a Save->As
or moving page to another section is actually a good way to speed-up the
process if you need that space.
