Option to add in an extra page to a report.

I am using Access 2003 to create a project status reporting tool.

One of the reports in the tool is a page where a chart is inserted (and
linked) to a field which displays on a whole page.

The problem is that projects can require from 1 to 4 of these charts in
their report.

I am trying to find an option to add more pages into a report if the user
inserts more images.

The only way I have thought about setting this up is by having four reports,
the first with one field (one page), second with two fields (two pages) and
so on.

Then when the user opens the report a query would run like so:

If Chart 2, Chart 3 & Chart 4 are null, then open Report 1,

If fields Chart 3 & Chart 4 are null, then open Report 2 and so on . . .

Does anyone know if there is there a more efficient way of doing this?

Any help anyone could offer would be greatly appreciated.
