Option to clear move cursor after enter fails in protected sheet

I have a worksheet for which I have cleared the option to move cursor after
enter so that the cursor stays in the current unprotected cell after the
value in the cell is changed and the enter key is pressed. When I protect the
sheet, the cursor moves down to the next cell instead of staying in the
current cell after pressing the enter key. Is this a bug in the protected
mode?
