Organizational Forms Library access problems

I have several users that cannot access the
Organizational Forms Library. The Library doesn't show as
a choice.

While trying to change the permissions on the
Organizational Forms Library from within Exchange System
Manager I get the following error

Invaild window handle
ID no: 80040102
Exchange System Manager
