My company has upgraded from MS Exchange 5.5 to 2003 (Standard). When Outlook
2002 or 2003 client opens “File/New/Choose Form†window can see
Organizational Forms. All forms have the Message class: “IPM.Note†and can be
managed from: Outlook/Options/Other/Advanced Options/Custom Forms/Manage
Forms. The problems are that I am not able to physically locate these forms
and I cannot manage them using Exchange 2003 System Manager /Public
Folders/View System Folders/EFOTMS REGISTRY/ Organizational Forms Library
(path: /NON_IPM_SUBTREE/EFORMS REGISTRY/Organizational Forms Library/).

How to tell the Outlook to use NON_IPM forms location instead of IPM.Note?

I'm not sure what you're seeing as a problem here. You're not supposed to be able to manage forms from ESM. You need to use the Outlook forms management feature, not ESM.

I would like to set-up access permissions to certain categories and forms and
to be able to make more then one subcategory. Besides creating Organizational
Forms Library what else can be done using ESM or Outlook Web Access. I cannot
see the content and if I make a subfolder it is not visible in Outlook.

The Organizational Forms Library does not support subfolders. Categories are managed on each form, on the (Properties) page in form design mode in Outlook.

As I said before, you cannot perform any Outlook forms management with ESM.
