Organizer Cannot Cancel...

What would have to occur for a meeting organizer to not have the "Cancel
Meeting" under the actions menu? All of the other items they have this
available. The meeting in question has not occured, it is recurring and
selecting delete does not give the option to send cancellation notices
either. Not a huge deal but for someone that cannot dismiss the "Why"
question it can drive you nuts. Outlook 2000 and XP btw if that even
matters in this situation.
