Organizing Outlook 2007 Email Rules

I have a bazillion email rules, most moving mail from specific senders into
specific folders. My list is so long that it is very hard to find a
particular rule to make any changes or to remove dups.

Is there any way to export the rules to an excel or other readable/sortable
file so I can sort the rules into some logical order and then re-import the
list so I can more easily find specific rules?

I don't know of any, but if there were, I'd advise you to be very careful with
that because changing the order of rules can change their behavior.

Understand the concern about order dependency, but all of my rules merely
move particular emails to assigned folders. Every rule has a "stop
processing" cmd at the end, so there is no rule interdependencies. There are
just a couple rules that appear at the end of the list that take actions if
nothing above moved the email and these can easily be named such that they
always sort to the end of the list when sorting by rule name.

Sorting them by name would allow me to locate a rule if I needed to change it.

Hopefully someone out there will know of a way to sort the list some way
that is easier than the cumbersome single rule move up and down option
provided in Outlook.
