I have a customized style "figure caption" formatted as space before 12pt
and space after 30 pt.

When there is only a small margin left after the caption in a page, it
always moves to the next page. I think this is because it cannot have 30 pt
spacing. However, as the caption is located at the bottom of the page, I
think it is more reasonable for the caption to be located at the bottom of
the page, even though it doesn't have 30 pt spacing to the margin of the
page.

I've tried "window/orphan control" and "keep with next", but none of them
worked fine. When I activate them, a figure and the caption moves to the
next page.

Is there any way the caption to be located in the page insted of changing
the line space manually?

Space After is always suppressed at the bottom of the page, so that is not
your problem. If you have it formatted as "Keep with next," then naturally
it will move to the next page. "Widow/orphan control" will have no effect
unless it has two or more lines. If the caption follows the figure, then you
do want the figure formatted as "Keep with next" so it will stay with the
caption.
