Other calendar and people's cals dont show up on first outlook lau

Other calendar and people's calendars don't show up on first outlook launch
after a computer restart, close outlook and reopen it and then they show up.

This is under exchange connection.

Only one user is having this issue. I cleared the local cache files but it
didn't help.
