I have created a new contacts folder, but when i create a
new email message i do not have the new contacts folder
as an option to pull a person/email address from. how do
i add my newly created contacts folder to the drop down
menu?

Check the Properties dialog for the folder for the checkbox for the Outlook
Address Book. It might help to tell us your Outlook version and if your
default Contacts folder works fine.
