Other user's Word documents appear in my list and are read/write

Operating System: Mac OS X 10.5 (Leopard)
Processor: Intel

There are two unique users on my Mac. I'm the user with Administrator privilege. The other user is an ordinary user without Admin privilege.
When I navigate to the File menu, the other user's Word files are listed and can be opened by me.
I don't know any other programs on my Mac that present the other user's files nor make them readable and writable (without intervention by the file creator).
I haven't tested Excel or Powerpoint.
The other user is my teenage son and I DON'T want him to access my files!
Do you know if this is by design and not a bug.
Please don't tell me to revisit every Word doc and add passwords.

I suspect the other user is saving files in a "non-private" folder. You
will be able to get to any files except those he puts in his User>Documents
folder. And he likewise.
