Ouitlook and Missing OM19.DLL

Even though I have successfully installed Office 2000 and
can use all of its components, I can't start Outlook
because it tells me a "required component is missing
OM19.DLL". I have tried to reistall as it suggests to no
avail. Any ideas as to what can be wrong and how to get
it working?
