Out of control listbox height setting

I have a listbox on an Access 2007 form with a height setting of two inches.
In form view the listbox displayed is four or five inches in height. No
matter what I set the height value to the form displays a height that extends
to within about a half inch of the bottom of the form.

Does anyone have any idea on what might be causing this behavior?
