Out of memory error starting Access 2000

I get a "System error or out of memory" error when starting Access
2000. I also get out of memory error when starting Word and Excel.
Could anyone help me ?
Please note that:
- It's Office 2000 SP3
- I have the latest version of MsJet (4.0.9025.0) because I already
installed Windows Update Rollup 1 for Windows 2000 SP4
- It's installed on a Windows 2000 server domain controller with
Terminal Services
- problem occurs only from the console and from scheduled tasks: from
terminal sessions office works
- problem occurs every 2-3 months and we have to reboot the server.
