"Out Of Memory" when inserting files in outlook 2000

I get the "Out of memory or systems resources" whenever I try to insert a
file (even a small one) into the body of a mail message. This whether I: use
the toolbar Insert->file; drag and drop from explorer; cut and past from
explorer using the the clipboard.

I've downloaded the latest security updates. I tried to "repair" the
installation from the disk.

I'm at a loss what to do next.
