Out of office assistant and server reply does not work

OOOA works for some users and not for others on the same Exchange 2003
server. The user account does not have a designated forwarder specified
either. It doesn't work internally nor externally and the Internet messaging
format for exchange is configured for out of office responses. I've also set
up a "have server reply using specific message" rule to mimic the OOOA but it
didn't reply with the message I've created. It only responds with the
original message sent. Any help would be greatly appreciated!!!
