Out of Office Assistant not forwarding all mail

I have set up an Outlook Out of Office Assistant to
forward all emails "Sent to me" and "CC to me" to a
college who is in our Global Address book. Only internal
emails (from people in the LAN) are being forwarded and
not external ones. There are no other Rules set up. Any
ideas why this is/how to correct?.

Exchange, by default, is set to deny replies and forwards to the Internet.
