Out of Office Assistant

One of my users is getting the following message when he clicks on TOOLS/OUT
OF OFFICE ASSISTANT "The command is not available. See the program
documentation about how to use this extension".
He is using Outlook 2002 set to work offline. He connects to our exchange
server here. The exchange extensions are installed and the registry keys
exist. Also I have done a search in the registry for the RESILIENCY key that
the KB suggests can be the culprit. This key doesn't exist on his system.
Also I have gone into HELP/ABOUT/DISABLED ITEMS and there are no disabled
items.

Basically I am at a loss as to why this happens. Can anyone assist?
