Out of Office Assistant

I have a user with Outlook 2003 that when I go into Out of Office assistant
to enable it I get the infamous send a report popup. There seems to be a rule
in the OOA with a red X, however the popup doesn't give me enough time to
delete the rule. I have tried repairing and reinstalling, neither of which
worked. How can I alleviate this issue for the user?
