Out of Office - Error

Microsoft Office Outlook 2003 (11.8002.6568) SP2
* when attempting to access the Out of Office Assistant, the dialog box 'The
command is not available. See the program documentation on how to use this
extension.' User is unable to access the OoOA, and, intermittently,
co-workers will get the OoO message when he is in the office and actively
using email. Suggestions?

The Registry for this user does not contain the Outlook registry key, so I
could not rename the Resiliency subkey.

The same error persists. I installed Spybot as well and reset the PC.
PC: Outlook 2003 (11.6359.6408) SP1
