Out of Office error

I have a user that cannot enable Out of Office assistant because there is a
rule with a red X on it. I have gone to all the web page on KB that I can
about this and it says to modify the rule. However I cannot modify the rule
because when I try to modify it, I get the popup with the message that
Outlook has to close, 'do you want to send a report.'

I am using Outlook 2003 and Exchange 2003. I can enable the OOA using
Outlook Web Access, however ther is no way to modify the rule from there so
the problem isn't solved by doing that.

How can I resolve this issue?

Where do I make the change? Exchange or Outlook client?
