Out of Office forwarding rule not working

I have a user who has a rule set up to forward incoming mail from a specific
address outside the organization to an email address inside the organization
when she is marked as out of office. This rule does not forward mail from the
specified address nor does it send a response back to the originating address
stating that the user is "Out of Office". I have made the changes recommended
in KB 266166 and I am still experiencing this problem. I am running the
following:

Outlook 2003 SP2
Exchange 2003 SP2
Windows Server 2003 SP2
