Out of Office needs to keep sending OOO messages

We have a member of staff on maternity leave and i want their Out of office
set to ALLways send the message EVEN if they already have received one. I am
using outlook 2003 on exchange 2003.
Scenario:

Customer - (e-mail address removed)
they have multiple people using that account and sending inquiries, they
send one email and receive the OOO response, if someone else sends a message
the next they do not receive the OOO response. I want every email to get the
OOO response is it possible please ?

If I am not mistaken, the Out of Office assistant will send the auto reply
for every email that is sent.
We stopped using it because even when employees are on vacation there are
emails sent to them. People were getting tons of auto replies over and over.

Out Of Office on its own will only send one message per contact. If you
want every incoming message to receive this message you can build your own
rule.
