Out of office not working with VPN

I am using Outlook XP with Exchange 2003 on a 2003 domain.

My Out of office work great in my LAN.

When my sales team users are connecting thru VPN (L2TP-IPsec) they are able
to configure their Out of Office assistant.
But it does not work. Note that my users are not using any offline profile.
They are "directly" connected to the Exchange server.

Please define "It does not work." What happens? Do only internal recipients
see the OoO messages? (this is by design, btw.)

Yes.

Only internal people see the OoO.

How can this be be design? What is the difference between someone logging
in with VPN and an internal user?
