Can you send yourself a message with Out of Office turned on? Turn it off
and then turn it on to ensure you are getting the first copy. Also, if you
are using Outlook 2002, turn on mail logging
(Tools->Options->Other->Advanced) and report back what you get when you try
this.
Note - please report any differences between people who get them and those
who do not. Are there any rules in place that would delete such messages?
Do the users automatically delete such messages (I do so that is why I ask)?
What version(s) of Outlook are you using?
Couple of things that you do not mention so I will -
1. The Out of Office message will only be sent once to a unique recipient.
2. The Out of Office message will only be sent internally unless the
Exchange admin turns on "replies to the Internet" and "forwards to the
Internet".
3. Rules on the recipient's machines can interfere with the OoOA message,
such as one that deletes messages with specific words in the OoOA message.
