Do the rules in "out of office" only work if "out of office" is on?

I would like to leave the "out of office" area blank, build a rule for all
messages to reply "my message" and use conditions to turn it on and off by
date.

It seems to work only if "out of office" is on and then the "out of office"
auto reply does not run the rule.

You cannot turn the OOA on or off automatically in Outlook 2003.
