I am trying to set up an "Out of Office" reply in my Outlook, however I am
unable to find a "OUt Of Office Assistant" in the Tools menu as the "help"
section tells me> Is thtere another way to set it up?

Only if you are using Exchange on the back end does this option exist since
it is actually a function of Exchange, not Outlook.

Use rules instead but be aware that you will confirm your address as Good to
any spammer who hits your inbox.
