Out2K3 SP3 Cached Mode

Laptop user with cached mode - Messages stay in Outbox unless I select Work
Offline and then do a Send/Receive. While Connect, Send/Receive does not send
messages. Is there a setting I'm missing? Works fine with out Cached mode
enabled, but I must have cached mode enabled. I don't get any notifications
in the Sync Issues folder either.
