Outgoing message not delivered because of spam

When I send out a message to some contacts (even if I reply to them) I get
this message:
This message was not delivered for the following reason:
553 5.3.0 Spam blocked see: http://spamcop.net/bl.shtml?69.7.16...
What does this mean and what do I do so that my contacts can receive my
messages?

Contact your ISP. It looks like their SMTP servers are blacklisted.
