Outline Level in Worksheet

Hi..
I have 2 Questions.
1: is it possible to change the properties of the outlinelevels in worksheet
view in PWA?
2: why do the ProblemIDs of the Problems in a Project go insatead of
1,2,3...10 so: 1,3,4,6...?
