Outline Numb - Custom Start At Chapter Number

Hi,

In Word 97, I'm using outline numbering to create a set of numbered chapters
where the chapter title is set at level 1. I can go into Customise and set a
new number at Start At but when I open the document after closing it reverts
to 1. Is there an easy way to solve this? If not, what's the hard way?
