Outline Numbering Reverts back to "1" when I start a new section

I have followed Shauna's instructions in the past, but now I have a new
issue: when I apply my heading 1 to my second heading 1 section, it still
stays at 1: Heading 1 instead of 2: Heading 2 -- all subsequent headings in
this section revert back to 1 as well - so, heading 2 is 1.1, heading 3 is
1.1.1.

My guess is that the number for Heading 1 has been typed into the "Number
format" box of the Customize Outline Numbered List dialog box. Delete the
number and reinsert it by choosing it in the "Number style" box.

You may also try the Ctrl+Q (ResetPara) command, which resets paragraph
formatting to style for the paragraphs in the selection.
