Outline numbering starting at 2

I have set up a template using outline numbering as per
http://www.ShaunaKelly.com/word/numbering/OutlineNumbering.html
with the following styles:
1 = Heading 1
1.1 = Heading 2
1.1.1 = Heading 3
1.1.1.1 = Heading 4
1.1.1.1.1= Heading 5
no number = Body Text (in Heading 6 location)
a. = SubPara 1 (in Heading 7 location)
(1) = SubPara 2 (in Heading 8 location)
(i) = SubPara 3 (in Heading 9 location)
and have created two documents from that template OK - with one problem -
when I have a body text between Headings, the second heading starts at 2 (eg
Heading 2 is 2.1, then Heading 3 will be 2.1.2). I have been able to correct
this by rightclicking on the number and restart numbering.
The document I am working on now, however, when I right click and reset, it
goes to 1 then immediately reverts back to 2.
If I go back to the start of Heading 1, and format/bullets and numbering,
all my lists start at 2, and no amount of resetting alters this.
I have deleted all the numbering and reset all the numbering styles to
standard, redone my numbering and it still starts at 2.
What have I done wrong?

Note that if you apply the levels in an outline-numbered list in the
"incorrect" order, Word may assume the presence of higher levels, adjusting
numbering based on that. In the following example, since a Heading 4
paragraph precedes the first Heading 3, an occurrence of Heading 3 is
assumed, and therefore numbering begins at "1.1.2" for Heading 3:

1 Heading 1
1.1 Heading 2
1.1.1.1 Heading 4
1.1.2 Heading 3

I get that logic, thanks.
Now I still need a work-around, as I cannot reset the numbering to 1, it
reverts to 2.
And an idea why the format/bullets and numbering/ is stuck on 2 also.

It will be time-consuming to do what you have been doing, setting manual
restarts for numbering. However, it should be working. Since it's not, have
you checked the setting for "Start at" for the relevant numbering levels (in
the Customize Outline Numbered dialog box)?

Yes, and this is what is stuck on 2 - when I go to the Custom Outline
Numbered box and set the start at 1, it reverts to 2 (and I am in heading 1
at the first entry).

I have worked out what happened initially (to find this out, I cut my text
out of the template, pasted it into a blank word doc, matching destination
formatting, then pasted it into a copy of my word doc that didn't have this
numbering problem, matching destination formatting):

When I had a Heading 1, followed by Body Text (Heading 6), then did a
Heading 2 and clicked on the number to restart numbering, it went to one,
then reverted to 2 again. When I went Undo (Control Z), the numbering went
back to 1.

I gather that Word's "automatic brain" was "fixing" it for me by reverting
to 2. By undoing, I told it that I didn't want it to "fix" it, and the number
1 stuck.

So simple, yet causing so many headaches :)
