Outline Numbering

I have a user working in Word 2000. He is trying to apply
Outline Numbering. It works until he saves and exits the
document. When he re-opens the document, the Outline
Numbering has changed to a different format.

I have checked all of the settings I know of but cannot
see what is causing this to happen.

Any suggestions?
