outline view and moving text groupings around

We've got (Word 2002) a long document divided into "sections" which happen
to start with text in a modified heading1 style, and end with a section
break/new page.

We frequently need to rearrange these sections, and have been using outline
view, set to show only level 1, to do this.

All works well except that we are unable to move the very last section. We
can rearrange all others up/down as needed, but not the last one. (note
that the last section, since I know of no way of turning off an outline
level, includes the paragraph section break that's at the very end of the
document). If we add some dummy text between this last paragraph symbol and
the text in our section, and we make this dummy text heading 1, then of
course it becomes last in the list and we can move our last section where we
want it.

Now that I come to write this out, is the solution as simple as setting the
outline level of that last paragraph mark to level 0 or something?
Shouldn't outline view allow for this situation (being able to move the last
outline grouping in the document) which would by default always include this
last paragraph mark?

Hi Chip,

Hmmmm. I don't see any problems (using 2003; but can't remember ever having
any problems in any earlier version, either).

If I click on the + next to the last Heading 1 level, then drag that up, it
moves everything below it (including the text in the last paragraph).
