Outlining inserted blocks

is there a way to outline separate text blocks in one note? Right now the
only way to tell where the border is is to put my cursor over it.

What do you mean by "outline .. text blocks?
A border around a block?

when you write something, or when you paste something - as long as your
cursor is on the text there is a pale blue border marking the edges that you
can resize, grab and move or whatever, but as soon as your cursor leaves it
disappears. Can I mark the borders in some way so I can tell where one box
ends and another starts without moving the cursor over it?

No, the borders can nit be marked *permanently*.
The only setting in so far is found in "Tools > Options > View > Show
Containers … in page"

This enables the borders of the containers to be shown with
"onMouseOver" which means that the borders a container is shown when one
moves the mouse cursor over it.
