Outllok won't dial the 9 prefix

My system is set to add a 9 before dialling an outside line on
Office/Outlook XP. This worked fine for months but I hav just updated
my PC with all the latest fixes, including Office SP3 and my machine
no longer adds the 9, which means all my calls that start with a 0 go
straight to our switchboard operators, who are getting very fed up
with me!

Is this another known SP3 bug?

I don't see how. Outlook has no dialer. It simply uses the Windows dialer.
An Office update wouldn't touch that.

Because althopugh the windows dialler does the dialling Outlook
provides the number to the dialler. It should compile it as the number
in the contact list plus an initial 9, but it doesn't insert the 9.
It's an outlook problem, dialler does exactly what outlok tells it to
do,

If so, it's never been reported.
Outlook simply invokes the Windows dialer and the system's dialing rules.
