Outllook/Outlook Express and a DSL (PPPoE) connection

I am having a problem getting Outlook 2003 to automatically connect to my
ISP via a DSL (PPPoE) connection. I can manually connect and Outlook
works fine and it works completely automatically when
I fire up Internet Explorer - so it doesn't seem to be a connection issue,
per se.
I just can't seem to get Outlook (or Outlook Express) to automatically
connect to the network. This is mostly a nuisance since I can connect
manually
or first bring up IE, but I'd still like it to work more like a cable
connection or LAN.

There are 3 ways to configure a connection for an account in Outlook:
1) LAN with/without a modem, 2) Dial Up, and 3) Same as IE or 3rd party.
I've tried all of these to no avail. This is all happening within Windows
XP
connecting to Bell Sympatico. Bell has very little constructive to say
either
from their phone support or online support.

As an interesting side note: if I configure as a Dial up, Outlook will bring
up a connection form, but with drop the connection immediately after
downloading all email. If you then attempt to write and send a new email,
you get an error since there is no internet connection. I've set the
connection to "Never" hang up but Outlook obviously doesn't listen to that
under these conditions.

Any ideas or hints how to solve this? Is there a better news group to send
this to?
