Outlook 03 not responding, not sending, personal folders error?

HELP! Outlook 03 Email is Not Responding, will not Send Email and when I
first log on I am getting a "personal folders did not close right the last
time...." error.

What can I do? I'm not a computer whiz but I will try to follow your
directions. I NEED this email to be working!
