Outlook 07 - change to using pst and now cannot create rules

After upgrading to Office/Outlook 07, I decided to use a .pst file for email
instead of using the exchange server due to mailbox size limitation.
However, when I try to create rules now, I get an error message that there is
not enough space on the server. I thought when I went to the .pst that new
rules would be "client-only" rules.

Update: Error says something like the following: some of your rules have been
disabled because the parameters are unsupported, or there is insufficient
space on the server.

They will be client-side rules, since the PST is client-side only, but
they'll still be stored in the Exchange mailbox. Did you change your
delivery location or just add the PST and create rules? Exchange 2003 and
earlier has a 32K character limit on the combined length of all rules.
Exchange 2007 provides a 64K or 256K character limit.

I believe the exchange server is 2003. Email is set to deliver to Personal
Folders/Inbox in data file (path to pst file).

Is there a way to remove the rules from the server and create all rules
locally?

Folders/Inbox in data file (path to pst file).

By doing this you obstruct the main purposes of an Exchange mailbox.
Instead, leave the delivery location as the Exchange mailbox and use rules
to move messages to the PST. In fact, you can have one rule that moves all
items using the Messages form to the PST, leaving all other items types in
the mailbox where they belong.

Not as long as there's an Exchange account in the mail profile.
