Outlook 12

I am unable to send emails.
they just go to the outbox but stay there.

when i test the email acount in the accounts setup it sends me a test
email but not is i create a new email.

I am not using an exchange server but often get a message when opening
outlook saying that the exchange server have stopped functioning

Please help
