the version of Outlook is 9.0.0.3821
the outlook has been running for a long time and i have
tried exit all other application and the problem still
there
any clues?

Could you provide some additional details about what
you're doing at the time of the error? what is the exact
version of Outlook (under Help, About Microsoft Outlook,
should be a build number that begins with 9.0 and some
numbers).
Have you tested creating a new mail profile?
Has Outlook ever worked or is this a new installation?
Is an error report being sent to Microsoft?
The error you're running into is usually an access
violation (another application is in that part of
memory). What else is running at the time? Have you
tried exiting all other applications and testing with just
Outlook running?
If you post some additional information, perhaps that can
help us on the discussion alias match up what your
experiencing.
