Outlook 2000 can't connect to Exchang 2003

Hello,

I am experiencing intermittent connectivity issues with Outlook 2000 (any
service pack) to our Exchange 2003 server.

When you open Outlook 2000 it may connect normally, or it may hangs for
about 45 seconds and gives you the following message:

Your Microsoft Exchange server is unavailable

The message gives you the following three options 'retry', 'work offline',
and 'cancel'. If I select 'retry' it will give me the same message again. If
I select 'work offline' it gives me the following error:

The Information Store could not be opened.

If it does open up normally, some times when the 'send & receive' button is
clicked it will hang Outlook for approximately 2 minutes before it will
complete the 'send & receive', after which Outlook 2000 will start behaving
normally.

We are also using Outlook 2002 & 2003 clients to connect to the same
Exchange 2003 server without problem.

Client config:
OS: Win 98se & Windows XP sp1
Office: 2000 pre
Office patch level (varies)

Server:
OS: Windows 2003 server std (no service pack)
Exchange 2003 server (Version 6.5 (Build 7226.6 sp1))
