Outlook 2000 can't find OMI9.DLL, which is there

I have a computer with Win98SE and Office 2000
After upgrade from Win95 -> 98SE, Outlook works no more.
On startup, it complains it can't find OMI9.DLL.
I looked in registry, and this file is in a path
Program Files\Common Files\System\Mapi\1033\95
OMI9.DLL is here.
I looked at another PC with Office 2000, and found this
directory also.
I tried copying OMI9.DLL to WINDOWS and the Office
directories, but no help.
I reinstalled Outlook, but get the same problem.
