Outlook 2000 Converts Some Incoming HTML into Attachments

I am using Outlook 2000 on Windows NT. Incoming mail is being processed by an Exchange server. Some received HTML messages display just fine, but others get converted to text plus lots of attachments (gifs, jpgs, and HTML text sections). Why is that and how do I fix it? There is one service I subscribe to where the incoming email always gets converted to a single HTML attachment instead of inline display. If I double-click on it, it opens up and displays in Internet Explorer just fine, but I want it to display inline in Outlook. The beginning of the HTML source follows...
